My telegram No. 352.

French Ambassador in interim reply to Minister for

Foreign Affairs (grp. undec.] number eleven promises to

inform his government but adds that any notification which

might be issued to the French owners of junks could not be

an order and failure to adopt markings suggested could not

be held to justify any mistake on the part of the Japanese.

Addressed to Foreign Office No. 366 of March 24th.

Repeated to Hongkong (and for Commander-in-Chief as telegram

No. 75) and Saving to Shanghai.
